Apparently, some guys finished it up, replaced the girl in it, and some other things.
Do I have an upload? You bet your ass I have...a link that someone else (hentai4daily) posted to a download that has this packaged together with the updated version of Annie Quest.

Edit2: I've figured out a lot about this game, and think I might've jumped the gun a bit when comparing it to the other, older game.
This appears to be a complete redo of the older game, with a different girl and better graphics. You bat the hands away with your mouse to keep them from groping you. You can only hit when the ball in the center of your cursor is full, but if you kill a hand with that hit the hand bounces around the screen and hits other hands for a litle damage. You get chain reactions this way and that damages the "opponents side." You clear the stage when the right health-bar is depleted.
Visually, once a hand touches you, you continue to be groped by it, but it doesn't continue to damage you. Rather, the hands make some "progress" on you as your health depletes.
There's also a gallery mode.
