I mean, it depends entirely on context. If you wake up in bed with your significant other, you're probably going to cuddle and grind a bit for a while before you get completely undressed. If you're home from a party and have been hornying up each other the entire evening, you might just take off everything on each other rapidly.
I guess some kind of middle-ground is common. Partial disclothing before getting into bed or on the sofa, some grinding and making out, touching, stimulating the nipples, that kind of stuff. When you're both sufficiently ready, the last underwear goes off.
