Well as it says you are missing a font, so either you have an incomplete version of the game, or when you unzipped it you were not in Japanese locale.

What files are in the Fonts folder of your game installation? If any have a garbage filename (not English or Japanese) then it is the locale issue, you will have to re-unzip the folder after changing your locale for non-Unicode programs

My Fonts folder for the game contains
sazanami-mincho.ttf
umeplus-gothic.ttf
umeplus-license.txt
衡山毛筆フォント.ttf

Thats exactly the same files I have but its still missing this one font. And if I try to start the game with a jap locale I get a "RGSS2 player not working" error.

You should try Emulator Locate , it works for me.
