No one knows. From what I heard the author apparently said that he's not being able to work on the game anymore.
I don't know if that's 100% true, but I wouldn't get my hopes up. It's been far too long so I don't think this will ever be finished.

This is also a link to the full version of the game.
I recommend you use this one since this 100% doesn't have anything added to it.
The link posted by Stranger could also be valid for all I know but it's a risk.

Yours is 7z, mine is a zip with a rar for game and 7z for translation inside - might be that.

I don't have the full version of the game anymore, but I found the translation data which you can apply to any version of the game you find.

I downloaded this. Extracted both the game and translation files and moved the translation files to the game's directory, but it doesn't work.
Is there any additional steps required to get this to work?

You'll need to follow Yugi-fan3's guide to apply a partial, it'll be the 4th tab in the document.
