Yah also depend on if you just mean make edits to a character or want to make a completely original character which includes making all the sprites.

you should download fighter factory where you can edit characters. IDK if its possible through editing cns without a program like that but i dont think it is, its much easier in fighter factory, you just move the sprites in that program for either the top or bottom

These look very much like someone doing personal animation edits and I wouldnt be surprised if they never uploaded anything other than GIFs. I will ask around some mugen communities but I think that is probably what happened.
