Good to see that the creator is good with you doing the translation, I know there are some out there that get upset about that, don't really understand why though.

From reading the description on DLSite (from the OP) it's a reverse mechanic - the heroine starts overpowered and the object is to lower her level until you (as the demon lord) can beat her - and have fun from there...

From reading the description (haven't played - it's only been out 2 days) you control Loki the bad guy and try to manipulate the heroine into losing power and battles - so yes, you control her enemies I would guess...

"However, the player controls Loki, the prince of demons, who in turn
manipulates Lucia.
She starts at level 99, maximum power, so progress is inverted:
lower her level by various methods with enemies, attacks, failures,
and erotically related tactics. "
