Only admins can see all deleted posts/threads. Mods of specific sub-forums can only see the ones of their respective areas. As far as I know at least.

I probably shouldn't say this but since this forum doesn't use robots.txt to prevent web crawling bots like ones from google from scanning and taking snapshots of threads, it's possible to see deleted posts and the likes through a web archive but they don't always scan everything on a frequent basis so it's possible for several things to be overlooked. I've actually used one to see a couple of web pages that no longer exist such a linemarvel's original site.
