The Tokyo International Anime Festival already had a dozen publishers pull out in protest and now it looks like the event could be canceled, to say nothing of Comiket.

The law is extremely vaguely worded too, but what it does basically guarantee is that hentai is about to get it's shit kicked. x_x Along with anime such as Yosuga no Sora (based off an H game), Highschool of the Dead (lots of fanservice), hell even Negima or Love Hina would be banned under this, and those are (relatively) tame series!

Well, the thing is Tokyo is one of the major cities in Japan. The saying is, "Take out the leader, and the rest will follow suit." Basically because Tokyo agreed to it, the other cities may or may not follow its laws, come up with its own laws or so. Only time will tell.

the smaller cites around Las Vegas are making money off the prostitution that used to take place in Las Vegas, well at least the pimps and hotels are, which leaves a reason for the other cites to not do it, but still encurage Las Vegas to do it.
