What format region is your machine? You have to change that. If its western version you have to change that to Japanese.

How did you obtain access to it?

I hope is a legit copy regardless if its from steam or a Japanese digital store...

You pick the first choice of going to the shopping street. Ruri declines, when that happens you choose the back street; there you unlock the event, and of curse you replay that event to see different dialogs change.
