Cuterie is worth having, but you don't -need- to level her since her main value is utility for affection daily missions and challenge quests.
Fedora is worth leveling.
Sakuya is worth leveling as well, but there are alternatives to her that are (Somewhat) easily acquired later on.
If those are your first 3 rolls then you're very lucky, though I'd advise against throwing away your SC on random rolls from now on if you don't want to spend money on the game.

Akane is survival samurai, personaly my most preference due to high survival while tanking multiple enemy. (easy skill lvl up since it same skill as silver soldier rosalie was it her name *not out yet*)
But at same time most of the extra crystal always spended on saki so she kinda overshadowed .
plus in JP demon crystal even more low resources as ppl use it for awakening unit >.<
Edit: change that the no 1 wish samurai i want actualy shizuka, but not for to be deployed. Just need that 7% atk on ninja (aw ability)

The one with Diene. Amazing tank and you are the least likely to roll her again. Plus you can get by with Spica from trading post and gold archers in the future.
#4 is a good roll too, but starting with a good black is better.
