Oh, I thought the more balance you have, the more balanced your attacks are.

ya balance wasnt a very good choice of word on the developer part. from the info box below the game.
the balance is the % in which your attack value can go up or down so 1000 attack with 10 balance mean your attack range is 900-1100.

actually the Blc stat is so confuse and stupid because it can increased the minimum damage too

don't worry, you gain 10mp each times you lvlup , so you just need up more 70 lvl
