1. Get 4 base cards
2. Max level all 4 base cards
3. Combine 2 of them to make a 2max (means that the two cards used to create it were both max leveled) + card
4. Repeat step 3 with the other 2 remaining base cards
5. Max level both 2max + cards
6. Combine the 2max maxed level cards
7. 4max (which should probably be called 6max if this is correct) ++ card complete, which should also probably be leveled
So all in all, you're leveling 7 cards to max to get the best strength for your one ++ card. If you even miss maxing one of the 6 before the ++ at any point, I think it lowers the card's final strength. That's my understanding of it, someone can feel free to correct me, like if there are points where you don't need to max level some of the cards. One thing I look for is that when you're combining cards, a non max level will only show 5% in the evolution window, and a max level card will show 10%.
I think some people may not know that feeding same attribute cards to a girl gives bonus exp as well. You can try to understand some of that from the synthesis page on the wiki
Also some people mentioned getting 5 gold gacha tickets from this event, but I've only gotten 4 so far (2 used on SRs, 1 used on items, 1 saved). Which one am I missing? I always complete the event dungeons and have logged in every day.
If you're asking what I think you are, you need to max level every single card you want to evolve, like:
