After the 2nd castle, did you get the notice, that you got the key and should go to the bunker/start on the bunker field?
If this happend you need to go on the computer and press the 3 button right over W not on the NumPad, like it´s shown in the beginning of the game where you decide on the right/left hand control.
If this doesn´t work I have no clue.

Start a new game, hit the "1" "9" and "0" keys on your keyboard all at once. It'll activate cheat mode. Then enter your menu (Not the main startup menu.) and go to the gallery from there. Should be a button to unlock all scenes.

There's supposed to be a cheat you can put in to unlock the gallery, but I forgot how to do it.

Is the game down for anyone else? Trying to download gives me a tiny file that just displays a white screen, and playing it on his site does the same thing.
Maybe I just caught it at a bad time and he's updating it, but I just want to make sure I'm not missing something.

Not entirely.
When you're in game after you've started, say in Peach's bedroom press 1 9 0 at the same time. It'll unlock cheat mode. Pretty sure you can do it anywhere in the game.
Anyway from there press ctrl or whatever is mapped to open the menu and go to the gallery then unlock it.
There are some scenes not in the gallery however, not that many however, so don't refrain from playing the whole game.

Seems to me it may have been postponed. It seems he is trying to catch up on all the Events that you cannot trigger in the Main Castle. Like the latest release has an extended Bathroom, the Wardrobe now works, and there are some new lines in code to make the Toads do more.
Maybe after the Castle is done he will start work on the Fetish Scenes
