It uses a pre-made Fire Emblem-ish game maker.

There's another game before this that used the same base program.

Not to mention I've seen other pre-made system get H content strap-on before - -a I vaguely recall one game had to be taken down because the owner of the script it used doesn't want his script associated with a H-game so he asked them to take it down.
