So. Here I am once again, with an interest check for a new setting.
It's styled roughly during Victorian England, with the exception of monster-person races, like Minotaurs, Centaurs, pretty much every kind of humanoid monster, of both genders, existing. In the setting, humanoid monsters have about as many rights as a slave, and most ARE slaves, doing work fitting of their own racial talents.
The players would be various monsters whom are enslaved in the employ of various masters in Victorian London, serving as their masters command, and performing duties suited to their unique physiology.
As for why some of these races are enslaved instead of just rising up and acting for themselves, it's a form of enchantment placed upon collars each of the slaves wear, which prevents them from leaving a certain area around the Master without the Master's permission, as well as preventing them from inflicting any physical harm on the Master himself.
Almost any conceivable humanoid race of monster will be allowed, so long as they logically have a use in Victorian England, and they have enough distinct features to appear humanoid.
As well, Were-animals are allowed, so long as they're within reason. This may include, but is not limited to, Were-spiders, Were-bears, Were-chickens, and Were-wolves, though any form these were-animals may have that can override the control of a Slave Collar is inherently suppressed by the collar itself.
