version instead and read the instructions from there.
On jap version you need both games linked together to get full mod compatibility. It's not a one time thing. Save file will break if you unlink.
R4.10 does not include translation. That's a separate module you have to download and install from the master guide. It's a bit outdated. I'll try to recompile it again next week if I have time.
The 2 repacks in op were released more than 1 year apart. One is newer than the other and obviously more complete.

I don't know who does the jap repacks so I can't tell you if there will be another.

dang thats kinda stupid that i need to download 60 extra gb which i will probably never use. the reason i wanted the Japanese version was because i planned to mod the game i guess ill download both as i have the space. Thanks.

jap and eng version are more or less equal in terms of modding capabilities. Eng version might be missing a few jap exclusive collab dlc costumes and some old CM costumes that you can't install via official methods. But nothing stops you from downloading jap dlc and extracting the costumes from the arc files and use them as mods. They will all work fine. I made a compatibility patch for R4.10 modpack so you can use it with eng version perfectly fine.
Jap version is still preferred and you get another standalone game you can play with. Eng version is easier to set up but once in a while you will encounter some mod that will require some manual tinkering. Not a big deal.
