Coo: you have to make them. Go to the little port on the west side of the continent. Down the stairs you can talk to the woman behind the counter to access the crafting system. The 2 quest items are in the last category.
I don't remember exactly where everything is, but as I recall, all the materials for the quest items are found in chests, not as rare drops or anything. If you can't yet access the tower in the southeast, you're not far enough along to make both items. If you've gone through the tower and are still missing something, you probably need to go back and search the dungeons more thoroughly.
