Money talks, bullshit walks, and the other countries know that to take Garellia they'd have to deal with the mercenaries and pirates that protect it in the name of garaunteed gold that they simply can't match. Moreover the king does very little ruling anymore when compared to the underground. When a new king is crowned they're handed a medallion and told one very specific thing. If they are cruel, unjust, or corrupt, they will be killed by the very country they rule. 4 Garellian monarchs have been assassinated for this reason. But the Rose doesn't rule, they do the deed as a warning, and step aside. That's the deal. They treat the people there fairly well. But since the criminals hold most of the real power, as it's an economic country and a mercenary state? it's not safe to be out alone, and if you make Garellia afraid... well... I wont lie. I can't see any country liable to beat them in those mountains and coasts alone and at far too high a cost. You can come, you can see it yourself. But I wont bring the children, or even your sisters.
