RJ can resurrect people, not covert exotic particles to standard matter. You have to go higher up the chain of command for that.

Nah, this aint no biggie, I'm just sitting here enjoying the sight of high energy particles hitting the magnet shields of my secret base.
What happens you see, is that the particles from all the warheads that were detonated in the vicinity get focused on certain points in the magnetic field, and exites atoms, which then when returning to their original state emit a single photon.
And if anyone wondered, I also have a fusion-reactor capable of fusing together substances as heavy as uranium.
And a laser based defence system.
And a diractional sonic node detection and defence system. (Nodes capable of producing and recording sound makes sounds that affect the nervous system of people.)
And I'll keep the top secret stuff hidden...
