Not necessarily true, can seem drunk when you don't get enough sleep, or you're in the mindstate I am alot where you're in a fog, there but not quite there and you find it difficult to concentrate, and your mental capacity seems blocked by a frickin brick wall. That's me right now, it generally passes though.
