Locale Emulator problem under Win10 May 2019

It doesn't work for many games.
For example WOLF games don't have text. Some others crash on startup. Just like being w/o locale emulator.
 
I had the same problem, reinstalling the locale emulator fixed it.
Windows updates tend to break it for some reason.
 
Might be silly to ask, but did you run it as sys admin, and have placed the locale emulator on antivirus exception list?
And if that doesn't work, try another software, NTLEA etc. for example.

A dumb question, but do you have the asian language pack properly installed ?
Plus, even an emulating software must start somewhere. Try putting the game exe in a short pathname (not many sub folder), and remove all japanese symbol & internal syntax. Leave only western (or any local letter) and number in the folder path name. Even try renaming the game.exe name if it's in japanese.

As for reinstalling, you can repair it by extracting the new software in the same folder or deleting and re installing it. Better delete / reboot PC / re install to check if you can.

Another thing, you say it work for some game :
- is it still true at the time this game don't work ?
- Are there other wolf rpg maker game working ?
- any common point in the game working / not working with LE (folder length / presence of japanese kanji ....) ?
