The bounty hunter is what translate says but i think her name is kei. Apparently you need 50 karma to do her quests.

She's a thief, pretty much the opposite of a bounty hunter. If your karma is below 50 you are too innocent and sweet for her.

Lowering it happens pretty much naturally, but doing the wallet/thief things in the starting village every time you are there is a good start. Another way to get a bunch of points is doing all the bounty monsters in the plains to the north-east: the plant monster, the earth elemental and the two-headed guy. Saving the blonde in the starting village's dungeon is pretty fast from the way point in the dungeon also, remember to go get her thanks in the inn afterwards or the event will not respawn. At 0 you get a nice armor that has among other bonuses +3% MP regen which is extremely handy.
Never tried to get it higher but just stealing wallets and vegetables in the starting village should be fairly fast, also beating up thieves and then accepting their 250g.

get 20 of them then do it all at once, S/L a few (many) times you should have better chance of getting it (sometimes i got other battle costumes during it and unlocked the CGs on the way)

I've played the game and have maxed out everyone's affection and did their quest.
Kei
Finish the mom's quest
Get 50 Karma go the beginning town and rob some stuff
Go to the Arcana town and go to the bottom area then talk to people with the stars.
Go to the inn/pub after and go to the right door to trigger a cutscene
Go to the Town north of it and go to the poor area down near the bank.
Lucia
Fight the monster in the mine in the beginning town the Crab
Fight the big breasted bird up north of the town
Buy a lamp and go west of the town to fight a genie
Fight the bird again and have sex 5 times
Go to the rich town in the middle class area with the two guilds talk to the Warrior guild must have 60 points and go south twice
Head to the Inn and go west then south a bit then find a cave and fight the boss

Ahh, Megrim's outdone himself this time. Great game! Love the interactive animations.
Thought I'd be playing as a villainous jerk at first, hoping I could be able to pimp girls out to criminals, drug 'em silly or dump them in monster breeding lairs, but then I got distracted trying to impress Sylvia- and now I've ended up playing as a veritable angel instead. Ahh, what I won't do for a naive pair of walking giant tits.
Been trying to reach that fountain she's looking for, but from the directions I've gotten, the bosses in that cave I end up in are way too powerful for me right now. Been levelling together with Lucia and Vanilla for some variation too, while I'm trying to explore the south for the first time.
I accidentally ended up saving the mom, but I'm curious... There isn't a way to side with the mayor instead, is there? Would have been a neat villanous path to keep corrupting the town through his influence instead. Seems shitty if most of what you do as an "evil" character is petty theft.

Basically, he's between the bridge and the castle, right? There is a little purple stuff and an abandoned house and nothing else. Does it have a special trigger apart from clicking on the advert and talking to the two girls?

If you go over the bridge and to your right you can't miss him. There's a wall along the river that stops you from going anywhere else.

Yeah, there's no evil route or anything. Only thing I've seen karma do is unlock part of Kei's route and cause muggers to show up in towns.
