Or it just might be a problem with the path to the exe.
Just make sure to try again with the game exe in a folder without Japanese kanji (or any non local symbol), and with a short path name - like try renaming the folder to "test" and move it to the HDD root. If it work when trying it mean the problem came from the long path name / foreign name.
Else, like soulless child say, you either lack the proper version of runtime C++ or it's damaged. Go check the game page on dlsite (or even it's readme if you got it) to see if it has required version of c++ specified.
