brave alchemist colette lets you choose big or small breasts for mc and from my memory a couple other characters are small breasted. fushidaratei's delta series is also mostly small. alternate dimansion diary as well. danbo-rumansion's games are good in this regard too. rapid fire time. wings of roldea, pink tea's earlier works, pact of exhibition, magical girl buster (loli), flower princess elulu, and the girl in the red slave collar. this should cover a pretty wide array of fetishes while all being relatively small breasts.
EDIT: wings of roldea is not small breasts. sorry about that. i still highly recommend it though.
