Doz, that is an antirape condom with tiny barbs that dig into your penis and don't let go. They are designed to inflict as much pain as possible, and the only way the condom can be removed is through surgery.

the razor blade one i was talking about can be removed if you pull it off, but itl take your penis with it. its a little more screwed up because with the razor-blade one, if you don't hold it on, your penis comes off.
