Dunno about PSP, my guess is: no.
Just buy a cheap tablet wherever. There's much talk about JOIplay (unrelated to Jerk Off Instructions, it's a RPGM emulator for android available on googleplay), you might want to look into that. There are also PSP emulators for 21st century devices, in case you're interested
In any case, share your findings. Others are sure to appreciate the information. I'm surprised this wasn't brought up before (not that I could care any less, personally).

There is a emulator for psp but its only for RPG Maker 2000/ 2003 Games.
