Dlc don't require internet to install if you already downloaded them. If you bought them and try to download them from official website then that's kiss problem.
That's not a dlc. I think you need to update to 3.x.x for it to install and you don't want that. CRES is for COM3D2.5

If it was the eng version the save is not compatible with jap version. Otherwise it should work as long as you have a similar environment. If you had COM linked to CM now you have to redo the link.
Translation is just as good and fast on jap version if you install the translation pack

We never edit arc files, even if we can, because arc files get updated or patched. Merging content from jap to eng is just plain stupid. Why even try? Just add the official english translation pack to japanese version and you're done.
