Change your room to the Erotic Style. If you're lewd enough when you go to sleep you get the option to Masturbate [Lvl 3], which includes a Dildo.
Don't know about the Vibrator + Lube though. You can get a Dildo inserted in certain situations, for example when you drink too much at the underground tavern. Doesn't matter if you're drinking on your own or accept 3 invitations during the part-time job.

The drug can be bought from one of the underground merchants iirc.
