Little bit of Q&A time, I felt inclined to let everyone hear my answer to this, but I'll take it down if Lion wants me to for whatever reason.

The state of technology took a different turn than the normal world due to the presence of magic and weaving. Right about when technology was about to take a turn from the common sword and shield, the Magi group was founded, and combined science and magic together. So with the devices they created, any discoveries made on gunpowder were redundant. They didn't need guns and the like, and the use of firearms became limited to people who use their souls as ammo to fire the equivalent of guns.
Research into a hand crossbow would slow due to the need for far more force needed to have an impact on the more scary mamono that attack human settlements. It'd mostly only be useful on small game and other human beings, and the angels don't care for humans harming other human beings. The current times wouldn't see much support for such a creation, so indeed, what he'd have is a small crossbow.
Given the popularity of soul-infused weaponry (despite the obvious ill effects you could expect from such a thing), more research is being done on that, especially since it's actually useful in the event of mamono attacks who have no physical form to damage (ghosts are a prime example of being immune to physical harm while they haunt your pants.)
