switched to japan locale and everything still has the same thing wrong displays this
Also I both found a translated version plus the one from mega that was posted earlier. both have the same message before closing the game. I can get to the title screen but when I go to new game it pops the message and closes the game.
went into jap locale and downlowded the game again and it still did it. I don't know why.

Japanese locale is essential ONLY when the files are being made. That is, when they are being extracted from an archive such as a Zip, 7z, rar or even the RPG Maker rgsaa files. Or from a setup program. Once the files are built, you can
usually be set for any region. Nothing you have said confirms to me that you were in Japanese locale when you extracted the program - only that you are in it when you try to run it.
That being said, you may be doing it right and I'm just not catching that you are.
I have several files in my Audio/SE folder that match the "_otm" part of the file name in your image. One may be a perfect match for the first 3 kanji of that file. I have verified that there are no such files in my RTP files so it must be unique to this game.
Please verify that all files in your game's Audio/SE folder have valid Roman or Kanji characters for their name. If they don't, the problem is locale related as above described. If they do, please verify that there are 197 files in that folder. If not, you are indeed missing files.
If files are missing, download the demo from dlsite and use All Decyrpter to extract the audio files from the rgssa file and copy to where you need them.
