Try 4BB 2CV fleet, all of them at least at the remodelled level and fully modernize the attack power and armor (AA is hard to modernize for me). Then equip BB with 2 good red turret, 1 15.5 yellow turret, and 1 green turret. Have CVs equipped with 2 Blue Planes (to kill enemies before shelling phase so you can avoid damage, and if possible try crafting rarer ones.) and 2 Green Planes (again also try to craft rarer ones). Then hope that you don't get the NW in the intersection (it's the longest path and hardest). Good training ground would be 2-2 because there's almost no CV/CVL there (only sometimes at the boss) and you it's easy to get bauxite there for your CVs.
Well, Shimakaze's classified under the 'rare' charts, so getting her by craft/drop can be pretty tedious if you're actively hunting for her. I did get a few earlier when I was grinding 3-4 for Hatsukaze. I believe the chance to get her is probably somewhere between 3% to 5% if we gather all the statistics from the Japanese wiki. Same goes for subs, especially Goya.
