Fully aware, Ive done all 5 of the holiday events both at 9 and 14 sensitivity and checked all the ones at the 4 locations.
Only school one I cant do is the bathroom one, even when I use the item to max out bladder it still says something about a level too low.
the bathroom one? May I ask what bathroom event you've done? Was it just having her use the bathroom or was it an actual event? Have you done the location events you get from choosing the third option when talking with her? There are 2 at the school, one the girls' restroom and the guys' restroom, have you done those? For the girls' restroom you have to walk in when she's at full bladder at lvl 6, then at 9, then you'll finally unlock the option to ask her at lvl 12.
But if I recall, the lvl 15 requirement is: seen lvl 8, 10, 14 mischief (second option when talking to her) events at school, seen lvl 9 mischief outside, seen lvl 12 festival event, and seen lvl 12 boy's restroom event. After this, you should have a new talk event at lvl 14 outside.
So from what you've said, it seems you're missing the lvl 12 holiday events and/or the lvl 12 boy's restroom event. One thing to remember is that the younger sister's events work in multiples of 3 (thanks to mikufanboy for that info) 1-3, 4-6, 7-9, 10-12, etc. etc...
