Here are some tips for progress, the most foolproof I can think of anyway. Buy all items from the shops (cheat money if you have to, or suffer the hunt grind, yuck).
Older sis:
Get all outfits from the shop, including slave collar.
Each time you interact with character, cycle through all her clothes with and without the collar. By doing this she should get enough H-points too.
Clear all the events by changing the relationship level in the menu.
Some of her scenes require that Tooru places adult toys he found/bought throughout the household.
One scene requires that in the same day Tooru fills the bath with his semen and some scenes require that her pee gauge is 9/9, so buy diuretic.
If you can't make more progress this way, you probably require more affection with the little sister. Also don't forget to progress the story with the fourth choice on the day select action screen.
You can't make progress with ??? until really late in the story so don't bother, till you get the perfume.
Little sister:
The first 2 choices (top ones) always start event and she won't refuse these. Each area has specific events on each of the 24 levels she has. Clear them all.
The 3rd choice (bottom one) is location specific. In school it involves toilet events. In Tooru's house it involves toilet and bath. In park the first one moves her to her home and all of the later ones are events in the park venues. In her house, the first choice moves her to Tooru's house and the second to the park.
All of these 3rd choices require certain affection level and it's important to clear all of them (check all of them every 3 levels of affection). Some toilet events need pee gauge 9/9.
On special holidays (Valentine, Christmas etc.) get her to the park and select the LAST option in the 3rd choice (bottom one) to progress special event, again check all of them every 3 affection levels (3,6,9,12 and so on). (Hourglass and relocation item are a must, otherwise it's a pain in the ass)
The girl is moody, on some days she will reject all interactions spanning from the 3rd choice (bottom one). Check on her some other day.
It's not required to make her angry by neglecting her as someone posted above.
The worst part is that it's necesarry to CLEAR most if not all of the fucking events on every affection level and some events are TIME specific, so you can get them only in the morning or in the afternoon. So you have to double or triple check every level, if something hasn't been unlocked.
Don't forget to progress the story with the fourth choice in the day action screen.
