EDIT: The GoogleDoc has a list of players and a ton of other useful information, including most of what's linked above. Feel free to add yourself to the bottom of the list. The list is auto-sorted by level every couple of days. Every month, people who have not updated their information for two months are removed from the list.

Fire Mail/Shield/Sword are from the Roc boss, correct?
Well I just went to Stage 6 (Forest of Morning Fog) to try and get that to spawn. But guess what? I got Glimmer. I've never had Glimmer spawn before in that low level of stage. Before that I also got a dragon.
This tells me that it's based on your own hero level somehow... or am I missing something? My level is 42. I get Glimmers and Dragons from the highest level stage I have available right now (16).
Sooo... how do I get Rocs now? It's a pretty big deal to have elemental armor and stuff, but I don't have Fire Mail or Shield. Am I completely screwed on that?
About the only thing good about the base gatcha is most of the cards in there are good for investigation game also it ends up being the easiest way to get early cards at latter levels, but 2 years later jp just got an update to it so take that what you will.
Raid bosses are based off your progress not stages, anyways element items can be gotten later.

There's +50 versions of the elemental equipment, so if you missed the +30 versions just look for the better ones.
I can also vouch for the bosses being based on total progress, since I had wyverns and dragons spawn on me in the first area when I went card farming.
I would like to hear people's opinions on whether it's best to just evolve a card to ++ now and level it to max from there, or stick with the + versions and max them out first. Mostly because we don't have events or investigations, so it takes a lot of cards, gila, and time to do so while I keep finding enough rare cards to make spares.
True, I did see that there are 50+ elemental equipment as well. I have some of that for the other elements. But I think the fire versions are tied to some "Tuesday" stuff? Event maybe? I dunno exactly. Also there was a investigation thingie tied to one item I think. But as far as I know investigations don't exist for us, so I can't get that either yet.
Well there's not much to do if I can't get those items or the Rocs. Just gotta deal with not doing as much damage against wind bosses.
I evolved everything at lvl1 just to get scenes and only level my SR cards, since i know they have the best potential. I don't wanna spend weeks maxing out an R only to have to replace it later. Only downside is i'm a bit weaker until i get copies of SR cards. Gonna take a while...
By the way, is there a loot table for the bosses anywhere? Someone mentioned the boss drops are different from the jap version so their wiki isn't gonna help... Really i'm jut looking to replace my hero sword +11 without wasting lottery gold.
I studied the currently available elemental equip to eng version and here's where to get them:
Summary: What you really must pick up from the Roc is a fire mail, a fire shield is a bonus. I don't think there's any other free fire armor we can get currently, and fire left hander isn't available til L9 arena win (not easy) if you miss the fire shield. Everything else you can pick up from arena and quest, including the superior 50% version of air, water and earth armor.
Fire Left hand: 30-Fire shield (From T5 Roc)
30-Dragon scale (From L9 arena win)
Fire armor: 30-Fire mail (From T5 Roc)
Water Left hand:
30-Crystal bracelet (Q7-5 and arena drop, L2 win for example)
30-Ice shield (T5 Roc)
Water Armor: 50-Pirate clothes (L8 arena win and ... somewhere else, possible quest but not sure where)
30-Ice mail (T5 Roc)
Earth Left hand:
30-Diamond Bangle (q13-2 and L7 arena lose)
30-earth shield (Roc)
Earth armor: 50-Earth garment (Q15-3), thx to silvanya who pmed me earlier and karrara who added to thread =3

Me again, slowly translating useful stuff I find on the wiki.
Attached is a spreadsheet of player exp table, card exp table, and amount of exp given by cards.
Here's a short explanation of how card exp works:
Each card gives a base amount of exp according to rarity.
C = 1, UC = 2, R = 5, SR = 20, SSR = 50 Starting at level two, every two levels gives 1 extra exp. In other words, the exp given rises by 1 every even level.
lv1 C = 1exp, lv2 C = 2exp, lv3 C = 2exp, lv4 C = 3exp If the card it is being combined with is the same element, it gives 1 additional exp.
lv2 same-element C = 3exp Each card may randomly give bonus exp. This is calculated per card. No card has a higher chance than another of giving bonus exp.
If bonus exp is triggered, then the total exp given is 150% of normal.
lv2 same-element C w/ bonus = 4.5exp Decimals are dropped after adding all the exp from a single combination session (up to 10 cards). Combining with 10 cards at once is cost-effective in terms of Gila, but does not reduce the total exp needed to max a card. Evolutions do not increase the amount of exp a card gives. A C+ will give the same exp as a C.
tl;dr To get card exp given, divide the card's level by 2 and add the base exp for rarity. Evolutions don't mean anything.

If you are combining same element cards, add 1 additional exp. Done.
If you're short on Gila (money), the Japanese wiki suggests the following places:

You shouldn't have trouble with money after you and/or your comrades hit Q18 and start spawning Emperors though. They drop Copper/Silver/Gold Bars that sell for 10k/20k/50k a pop.
