Circumcised men are in the minority in regards to the world as a whole, the only reason it is not exceptionally rare is that both Jews and Muslims do it to their children without giving them a choice. The reason most americans do it is outdated medical knowledge.

Since hermaphrodite is their sex, not male or female, the can only be gay with another hermaphrodite. Gay being slang for homosexual, which is one that partakes in sexual acts with those of their own sex.

Their is however a caveat, whenever a male is penetrated anally or orally, it's gay.

Being circumcised due to medical condition - that's a different thing.
Getting your dick cut due to religious or any other reason - mutilation.

As for the futas... They have both organs, so a person attracted to one would simply be bi-sexual. Personal preference for male or female parts, depending on sex of a subject, would make them turn more into straight or gay. That's when we use a scale with values between those three (straight, bi, gay). Also, no, there is no need to create a new word to describe someone who is bi and leaning more to the straight side.

Futas themselves... Depends, if we look at chromosome sets of a certain individual, then it can only be gay towards a person with same chromosome set. But, TRUE hermaphrodite is such a rare occurrence, it's a case on case basis.

More interesting is a case of why people like futas. While excuse "I like looking at girls, but also at a girl getting fucked by a dick" is just that, an excuse created by your mind to sort everything out an make some sense out of this, it doesn't mean that it may be an actual case. Type of futa you like may say a lot... Sometimes it may be masculine behavior of a futa character... dick size and so on.
Also, mind is known for making excuses for weird stuff that don't follow the norm, often meaning it's something problematic and trying to make it as not problematic. Stop it with the %gay and hereditary nonsense. Here's the facts:

Cute female things are always most attractive to people that like them, straight male and lesbian female then bisexual, in this order.
A dick being involved changes this attraction in only one aspect, it far reduces the interest of lesbian females. That's because men are interested in two things, sexually, dicks and females. Combining both just elicits a stronger emotional response, it doesn't change that attraction.
A gay man would never be all too interested in futanari because they're not attracted to the female form, period. If you ever look up what pornography drawn for gay men looks like you'll notice a quite distinct differences.
While there is a fantasy of seducing straight males to homosexuality in that community, it's always by abundantly obvious male men.
The same, to a similiar degree, is true for Bi-sexuals.
Here's the thing. Liking a girl with a dick or a guy disguised as a girl with a dick doesn't make a man bisexual or gay, liking guys makes a guy gay.

Hook such excuses to anything and it may work. Line it up with your worldviews and in your mind it will be fine. And let's not forget about reality check, because if there is a dick, for a pure straight male it will be just "eww". Sinker in own excuses, every time.
