Chloe, due to having better stats. Although, Eln has somethings different than Chloe. First of all, if you awaken her, she heals herself when her skill isn't on. But if you Skill AW her, she heals allies around her (i think). Her cost is only 1 less than Chloe's (she's 13, Chloe is 14)

Angel downtime gets very low with maxed/awoken skill, moreso with a tactician reducing CT. They absolutely need the skill investment if you're planning on using them to block more that a few specific enemies though.
