After FaPaThY sent them an e-mail, they changed the item description to remove the silly 'sales in japan' thing with '*This serial code is only compatible with the Japanese version of Millennium War Aigis.'. The former was copied by Good Smile Company's item description in English, which may or may not be a misunderstanding by their translator; you can e-mail GSC and ask them about it.
Deputy services are different from a Forwarding service. I do not recommend using a deputy service unless it's impossible to order online yourself, or use a forwarding service. In the case of the nendroids, neither kind of service seems to be necessary, especially a deputy unless you want one to bid on an online auction on your behalf and handle the correspondence with the seller.
Deputy: You commission someone else to buy something for you. The 3 Nendroid per customer limitation means that other commissioners of the same deputy service can prevent you from ordering. They're also very expensive due to all of their fees and not worth using for the most part.

Forwarding: You order the thing yourself, and have it shipped to a Japanese address that will then ship the item to you. Nearly all Japanese online sites accept overseas credit cards, and some shops (i.e. Getchu, Toranoana, etc.) are on friendly terms with certain forwarding services that they will have banners for on their website.

As for playing this version, we have a constant stream of events, and revivals. So, while it may be overwhelming initially, you will eventually gain your bearings and build up a team capable of getting any event character that you want with perseverance rather than a huge wallet. They fixed the Shop, so that the divine intervention buffs are cheaper and work on ALL missions and quests.
For example, instead of feeling like you need to spend 300 magic crystals to gamble getting a 50% cost reduction on a Black Ninja for 7-10+ SC, so you can just have a -2 Cost Reduced Black Ninja, you can instead purchase a '+5 Initial Sortie for 5 Days' buff for 1 SC if you really need your team capable of handling the difficult rush maps. Some players who could barely 1-star the extreme-tier maps during a star trial event were able to 3-star the god-tier maps with the 3 SC buff for -30% physical and magical damage from enemies, which is really cheap considering you could spend those 3 SC to summon a mere silver unit from Rare Summoning.
