No, it's not a "official translation from the circle" but an "official translation made by DLsite".
I haven't tried enough of these to compare to pro translation like mangagamer....
But it's not machine translated.
DLsite official translation are the same level of quality or better than the full fan translation (not machine made) you can find here for exemple.
 
Sorry I wasn't more specific. It's an official DLsite translation, which is a high quality translation.
 
Well I've seen one or two pretty bad official DLsite translations, but this isn't one of them. They even went as far as to translate the .txt guides.
