It's in the upper-right corner of a post, the scales just to the left of the red boardered triangle, there you can choose whether to give out negative or positive rep. They won't actually do anything if you've got red rep, which my +rep should have taken you out of, though.

And yeah, there are alot of high rep power users that will neg you for either nothing, or something that's entirely opposite from what they've stated.

Ah I think I get what you mean by that. I will give it a shot at some point I don't want to make a mistake lol. Yeah.... I am new to all this rep stuff. :p
