The last post when the thread is locked wins. Usualy that makes it a mod, but there are instances where I've posted right after a mod declares the lock, but before they actually locked it, so it is in the realm of possibility.
The more often you post, the more likely you are to catch that 5 seconds it takes for them to declare a lock and then lock the thread.
