It is unlocked by doing a lot of quests,and it also has a level requirement(you have to be about level 10 or so)...you will know if it's unlocked when you see a lot of people around those bulleting boards in town)the ones that have that one guy always checking them out)...after seeing those people talk with the soldier that is also there and he will tell you about lord of the town being the organizer of the event,after which you need to go to the residental district and talk with butler in front of the mansion...

Just that one with the money...anyway the author has already started working on fragment IV(see the pictures on his blog),and the new main char(that sister in green clothes) is not half bad...

Okay 1st quest: Kill all squirls on the ranch in the north(warning: enemies level up as much as you do,so in the end you'll have to fight squirl heroes,which are kind of tough critters,and each one of those gives you about 350 experience...)...
2nd quest: collect all trash(white blot like things) on the lowest level in the sewers...
3rd quest: collect 10 pieces of metal from the mines(you go there automatically after you talk with the blacksmith,to which accepting the quest in the guild is a requirement of course...as for the metal there are about 5 different types of it that you can get from mining,but the type does not matter,except for the finall payment...namelly more high quality pieces,higher payment in the end)
4th quest: Kill the stupid botanic tentacle thing(it does not matter if you kill it or lose to it,as if you lose main char rapes the poor thing untill it runs away,so it's a win-win situation anyway...)
5th quest: Clear the bandit hideout(has a bunch of prerequisites to unlock)...
6th quest: Hmm i forgot what that quest was,but i'm positive that it was placed in some kind of dungeon where you had to fry some stupid boss,but in the end you encounter Ocarina(the main char of the first game from the series),and then she fries it(and i do mean FRY,since she basically roasts the thing with some crazy huge meteor shower...)...has a HUGE amounth of prerequisites(one of them is encountering Clarinetta the main char of the second game),and is basically a bonus quest which you're unlikely to ever unlock unless you're a very thorough person(i know i am)...
Hmm...this should be everything...there are some other quests that you start in the guild but i assume that you asked about those quests available on the wall on the left,no?(if you want to know about those other quests,just ask and i'll gladly provide you with a description for those too...)

The first one is a delivery quest. You get an item and you have to deliver it to a person in town, but it is usually a different person every time. I don't think you can actually fail the quest so if you don't know who you have to deliver the item to just talk to everyone in town.

Oh,yeah those are the job quests...the delivery quest is not worth doing as it does not give you any CG's and the rewards go up to 500 gold only,which is really crap...
OK,i checked the blog of the author today,since he has a few new status reports on it,and it seems like fragment IV is coming along nicely...the game will have 5 playable characters,basically all the main chars from the previous chapters plus that new sister girl(man she is hot)...anyway the author says that he likes the new scripts for RPG VX Ace,and is currently bussy making weapons and armors for the game...
Also do you guys remember those pics of girls in bikinis and those scenes that apparently were never used in fragment III?...well it seems like all that stuff will be implemented in fragment IV along with that lifeguard job that was meant for third game but was cut out...also he said that he will make new status screens for the girls,and other similar stuff using some of the new scripts that are now at his disposal...
One of the more interesting things that he mentioned is that the making of fragment V(???) will be easy with the new scripts...i mean he isn't even close to finishing this one and he is already planning the game after that...now that's what i call long term planning,lol...

I kind of remember,but it has been ages since i have last played and finished fragment II,and i haven't really noticed the similarity until you mentioned it just now...but anyway i mentioned that she's hot because of that new picture of her in a swimsuit on the blog...now that is nice indeed...and you've got to admit she's the best looking heroine so far(well for me at least)...and that whip weapon of hers is...intriguing...
Aside from that it really seems like the author has the habit for turning the old antagonists into new protagonists...i just hope that it will not be a recurring trend(and he has run out of female antagonists anyway)...

The hint is: "One weird old guy that keeps blabering to himself"...basically that old guy in the harbor(he's standing by the building that sells the boat ticket)...i'll just say there's a lot more to him than it seems at first sight,lol...

Hmm...well i just remember that it's part of the requirements...i did mention in one of my previous posts about there being a lot of requirements,but sadly i can't really remember them...anyway try speaking to Clarinetta in the CG room for a start...
Well that is just one quest that gives you a secret CG and nothing more...also there are 3 other secret scenes in the game but getting to them is a matter of luck and persistence(i still don't know what triggers most of them,but at one moment you will just get them...and don't ask me how,i don't know either,but one of the hints that the author left for getting them is "talk to everyone...often").
