Possibly... but it's also possible that they couldn't predict how much funding they'd receive. If they were only going to get 50k, then it'd make sense for them to make a smaller game, without the professional VAs/writers. On the flip side, if they got 250k worth of funding, they'd have a lot more time to put work into the game and add those extra content features, like the Epic story mode. I have no doubt in my mind that they'd be able to do those things you mentioned with half a million.
I'm guessing that the "extras stuff" like the documentaries and anime are costly, which is why they bumped the stretch goals up so high. Similarly to what Stiltz brought up, I feel that if they made the game content a primary focus with their goals, they might even be able to make the goals for that lower, and maybe make the extras stuff an addon after those were met. (So like, 200k for story mode, 300k for the documentaries, etc.)
This is all conjecture though and either way, I'm still of the opinion that their stretch goals are pretty unattainable.

I'm kinda tempted to back this. If anything their art quality looks great even when I know the only thing I will like is Earth Dymes.
