I don't agree with this. Gatcha tickets will run out eventually, and I don't want to lose any chance of HR or above cards.
I have a little over 300 arena wins and the only rares I still want are a 3rd Sakura and a 3rd Fountain of the Truthful. I may have been lucky; but the point is before long, normal gatcha is just for experience with a tiny chance of a HR or above card.
Food for thought?
Regardless of the chance for HR and above it's always going to be negligible (it already is, doubt rates like 0.3% being changed to 0.2% is gonna matter much honestly), don't think there's any chance of that being changed from abysmally low for obvious reasons. However an increase in "R" cards serves two purposes. One filling out decks to replace some of the lacking N cards and also as you say for better experience, when it inevitably will fall to that for older players.
My point? Making the slight change allows vets to keep getting something (xp) that actually might make a dent for a card, and for new players alike. This keeps the system moving and to prevent beginners 6months from now from not feeling/being unable to play due to every deck outclassing them which means they are going to leave due to the disparity. There may still be some but having at least marginal access to H cards will keep a number of people playing that might not other wise.
I'm still after 3 R cards specifically, however once I get them my though on the 10x gatcha being a little better is not something i'll be changing my mind on. Cause by then, I'll need the extra XP too.

There's many ways they could do it. Nataku gold, In game gold, tickets ect. I'm a fan of the in game gold, got almost a mil saved up already. Tickets may be a better choice in the long run.
A secondary deck especially early in the game would be a huge boon for many, this will remain so even after the game has been out for awhile to help new players, so I believe it's something that should be weighed and considered heavily for the growth of the game.
