Download "RPGMakerDecrypter". Use that to decrypt the Game.rgss3a file, this creates a "Data" directory.

Move the Game.rgss3a file somewhere else to force the .exe file to use the Data directory. Then, unzip the translation files into the Data directory. You should now have this MTL applied.
