I’d like to try playing MUGEN (the R-18 version); are there any recommended versions? Ideally, I’m looking for a version that comes with a large roster of characters. Also, does anyone know where I can download "Kasumi Todoh" (from KOF) or "Yumi" (from Senran Kagura), or perhaps have them? Or, if possible, is there anyone who could create them?

Since Hentai Char Mugen is bust, your best bet is Andersonkenya1's site, which requires signup. The new user exodus should have died down now.
Kasumi, Vodka made an edit which I was pretty harsh of. There was a Yumi edit being made by someone here but it wasn't finished(?)
I like Vodka's build, the only one available is from a few years back but it has a ton of characters you'd already want.
Okay, so a certain discord server's activity somehow started increasing for a solid while now, and there's progress in updating certain characters.
Honestly, it gave me a bit of motivation to work on my own sprites too.
The calm before the storm seems to have ended. Maybe it's just people migrating cause there is no de-facto place right now.
The Japanese Ryona server is your best bet, since they have a delegated English only channel which blooms with activity.
Now, all the following servers will have channel bloat, because these people don't understand what "less is more" is, also they have much more "taboo" themes.
MilkGuava's server is more of a resource where people post WIPs once a blue moon, the channel bloat is more excused here since it's trying to act as a comprehensive resource for all things.
Every other server is either furry/feral or bara oriented. Nuff said.
