I think this might be what you're looking for..? It's some ancient mumbo jumbo I had sitting in a secondary storage device. The name sounded familiar so I went ahead and uploaded it. Hopefully it's what you wanted!
Edit 1: Just realized, that is what you were looking for, but the location of the images and animations is under the RPACK file "image.rpack". Decrypting the RGSS3D file won't get you anyway. I'm afraid I don't have a tool for that on hand.
Edit 2: Looks like it has a WhiteFlute Crypt-Ex header, "WFRGSS@CRYPT-EX". I don't know much about this and you did post a link looking into it. That being said, a program does exist that cracks it. I'm not sure where it is, sadly. Sorry I couldn't be of more help. I'll look around a bit more and update if I find something more useful...

There may be some useful information in them, but it would appear you may need more resources and a fair amount of effort... Someone somewhere might have the program, someone else might be able to break it down, and someone else might be able to use it or repurpose it. Talk about a lot of work... You probably already knew all of this but I wanted to try.
That being said, I don't know how it works... Maybe the resources within the folder "wfcrypt.dll", "wfPcrypt.dll", "tktk_bitmap.dll", and "image.rpack" might be all you'd need to crack it. The behavior indicates that's all the game needs to read the images, which means it might be all you need to somehow make it dump..?

Edit 5a: Huh... Can't open it as an archive with 7zip or windows extract... Going to leave the links up just incase I wind up being the only guy unable to open it...
Edit 5b: Weird, the zip file has an internalized bit of code with an error code appended: "Status: 500 Internal Server Error". I've never seen a zip do that... Looks like upon requesting the file, Gumiki.sakura.ne.jp is passing back an error and formatting it into the zip. So the zip isn't a zip, it's a web file stating the zip can't be found. Ow... My head... (Uploaded it as CryptEX.txt so you can see what I'm talking about. Looks like the domain expired forever and a half ago which is odd given when CryptEx was around...)
For now I'm giving up. If someone is fluent in Japanese or Chinese, they might be able to help you further. Otherwise, you can take a crack at what's on the table or find someone who is pretty decent with cracking code and see if they have an idea.
