The game is loading. It takes a bit cause you're running through a Japanese server as opposed to your own.
The most common fleet formations I see are 3 BB, 3CV or 4BB, 2CV. At much higher levels, I find there are more CLs and DDs in fleets, who have high pre-emptive burst and high evasion, respectively.
You should be loaded in within 1 minute AT MOST. If not, try clearing your cache, and trying again/
During the lottery period, traffic will be heavier than normal, so it's normal for the load to take longer than usual. It took me well over twenty minutes to load the game after it came off of maintenance a few days ago, since hundreds of thousands of people were trying to log in at the same time.
Then they hate you. I've never had to wait more then a minute to get in, even after maintenance .
