Charlotte, like most event units, isn't particularly good at skill 1/10 or full cost, so you need to feed her multiple copies of herself. The exceptions to this are very few (i.e. Belinda is as good as a premium summon unit, Corinne has a skill that doesn't benefit from skill-ups, Odette's skill is just a utility one that you aren't going to use on all maps, and so on).
A while back they rebalanced the magic fencer class by reducing their cost from 25 to 20 while lowering their stats drastically. The one that suffered from this the most was Charlotte; she used to have HP and DEF as high as a well-leveled Prince that she was a pretty good character to have in your front lines. Now, she's so fragile that the kinds of situations she can help you with are far more limited (i.e. tanking black goblin archers, and retaliating with her ranged attacks that can't be nullified). I had to awaken my Charlotte and raise her to AW61 so her stats were the same back when she was CC70 before the magic fencer rebalance. Hores and Sabine were hit hard (though, I'm pretty sure this rebalance was to make Sabine easier to use since her skill had a long WT), but their affection bonus is HP, so they're both still decent for dealing with magical enemies unlike Charlotte who you have to watch like a hawk.
Charlotte's low skill duration is there for situations like where you need her to constantly switch back to her physical attack (i.e. having her kill a scorpion with high defence, and then going back to physical so she can hurt certain demons with high magic resistance).
The Silver Magic Fencer Ricardo has the same skill as Sabine, so he's pretty much Sabine food (and materials for other magic fencers). The main thing he has going for him is that he's one of the few melee male units that can deal magic damage, so a lot of players actually raise him so they can have an easier time with male-only maps.
