Some more info as to the crashes would have helped, I reckon.
It's not a locale issue for sure though, because it runs just fine in non-Jap locale on my Win8.1.

Windows 10 is known to fuck around many games that work fine on Win 7/8 for no apparent reason beside being played on Windows 10. There's probably no workaround, except not using Windows 10.

Is it possibly the dll file needed that's causing a problem? Can someone with a working game upload their dll file?

I use windows 10 and i can play the game. It has nothing to do with windows 10 on why it wont work.

missing dll almost always means you are missing microsoft c++ redistributable. There are many versions, some applications/games use older, some newer, some are using x86 some x64 versions, does not mater if your win is 64 bit, the fault can be with direct x, but it installs automaticly with video card drivers (if you have typing machine - that could be the case)
so best course of action is to install all versions of microsoft c++ redistributable
if problem not solved install direct x

can anyone help me the game wont start
I get an "Shelter.exe has stopped working"
I tried running as administrator and compatibility mode still wont work
any fix for this?

I'm still having a problem with this game. Tried on windows 7 and 10 but nothing works. Am I missing a file or something?

I found a Fix it was the directx all along
