If you mean the orc kids, they're between escaping the heaven and entering the first major town iirc
They only spawn in one small spot and aren't hostile.
They were removed in the latest version though. I went through the heaven map and at the end it just throws me back to the forest we first spawn in.

It's definitely not dead, just seems like there's not much interest here. The game still gets regular updates, and recent ones have added partner characters who can fight (and get caught by enemies) alongside you. There's been a lot more areas, enemies, and story events, and while it's just as nonsensical as ever, you can't say that the dev isn't working on it at least.
